The City of Blue Springs Home Rule Charter, much like the U.S. Constitution, contains the rules which describe how the City functions, organizes itself, and makes the decisions that affect residents’ daily lives. The Charter sets parameters for what laws and rules may be adopted by City Council, what kind of services the public receives, and how tax dollars are collected and spent.
In April of 1994, the City’s Home Rule Charter was established by the voters of Blue Springs, and it mandates that a Commission be convened to review and recommend changes to the Charter no less than every five years. A Charter Review Commission was convened in 1999 and 2005, both times reviewing the Charter and recommending no changes to the City Council.
In 2014, a Charter Review Commission recommended changes to the Charter and the City Council approved five Charter Amendment questions to be presented to the voters; three of the five proposed amendments were approved.
In 2018, a Charter Review Commission recommended, and City Council approved ten Charter Amendment Questions to be presented to the voters in April of 2019; nine of the ten proposed amendments were approved.
In October of 2024, a Charter Review Commission was appointed and presented recommended changes to the Charter. The City Council approved five Charter Amendment Questions to be presented to the voters in April of 2025; all five Questions were approved and are reflected in this edition of the Home Rule Charter.
