Start with Planning

Considering a development project in Blue Springs? Contact the Planning Division early to discuss the property, proposed use, and applicable review process. Staff can help identify zoning considerations, application requirements, and other departments or agencies that may need to review your proposal.

Call 816-622-4051 to discuss your project and whether a pre-application meeting would be helpful.

Getting Started

  1. Describe your proposal. Have the property address or location, proposed use, and a brief project description ready. A concept plan or sketch can help explain your ideas.
  2. Discuss the review path. Ask Planning staff which applications, plans, and supporting information apply to your proposal and whether coordination with other departments or agencies is needed.
  3. Prepare your application. Confirm the applicable submittal requirements and fees before submitting. Use the Permit and Application Center linked below for available application resources.
  4. Respond to review comments. Work with staff to address questions and provide revised materials as needed. Staff can explain any additional approvals or public meetings that apply to your project.

The review process varies by project. Contact Planning staff to confirm the requirements and anticipated steps for your proposal.

Request a Pre-Application Meeting

A pre-application meeting lets you discuss a concept with staff before preparing a formal land-use application. Staff can help identify the review path, required materials, and agencies that may need to review your proposal.

  1. Prepare your concept. Provide the project address or parcel ID, a written project description, applicant and project-team contacts, and PDF concept drawings showing the proposed improvements.
  2. Submit your request. Apply online through Citizen Self Service, or use the Pre-Application Form (PDF) and email your materials to developmentsubmittals@bluespringsmo.gov. Contact staff before sending attachments larger than 35 MB.
  3. Confirm scheduling. Call the Planning Administrative Assistant at 816-622-4051 to confirm available meeting dates and the submittal cutoff. Meeting availability depends on a complete request and staff scheduling.
  4. Discuss the proposal and next steps. Be ready to explain the proposed use, layout, access, utilities, and project questions. Ask staff which applications and revisions are needed after the meeting. A pre-application discussion does not constitute project approval.

Formal Applications and Review

Use the Permit & Application Center, Planning Application Requirement Guidebook (PDF), and Submittal Instructions (PDF) to prepare your materials. Confirm the application type, current fee, and completeness requirements with Planning. Staff will identify deficiencies and provide review comments; submit revised materials as directed.

View the 2026 development submittal and meeting schedule (PDF). If a public hearing or board approval is required, staff will confirm notice requirements and the applicable meeting. After approval, review all conditions and remaining plat, engineering, permit, or inspection requirements with staff before starting work.
