A Vision for Downtown
The 2024 Downtown Master Plan guides redevelopment, investment, and the creation of a distinct Downtown identity. It considers opportunities for retail, office, civic, and residential uses alongside land use, transportation, and open space.
The plan provides strategies to strengthen the Downtown market, support business opportunities, improve pedestrian and bicycle accessibility and safety, and promote consistent development and design standards.
Adoption & Implementation History
- March 18, 2024: City Council adopted the plan following public meetings and stakeholder input.
- May 6, 2024: City Council created the Downtown Master Plan Implementation Task Force to identify strategies, priorities, and timelines.
- August 2024: Task Force recommendations were presented to City Council.
Capital Improvements
In August 2024, Blue Springs voters approved a $40 million bond for City improvements, including $5 million for Downtown Master Plan capital improvements.
