Preventive Pavement Management Program

The annual Preventive Pavement Management Program repaves streets and makes concrete repairs to existing curbs and sidewalks. Installation of Americans with Disabilities Act (ADA) ramps and repairs to sidewalks are incorporated into the program to create safe, walkable paths and meet federal requirements. Streets are evaluated based on asphalt condition, traffic volume and age with work being distributed evenly throughout the three City Council districts.

Street Maintenance

Roadway crack sealing in the Midwest is a necessary preventative maintenance program due to the multiple freeze-thaw cycles we experience with our weather. Each time the rain falls into the streets it finds cracks to infiltrate and eventually finds a path under the pavement.

As the temperature falls below freezing then rises above it again, water expands and contracts. This cycle is responsible for hundreds and sometimes thousands of potholes throughout the city each year. Our goal is to seal 1,250,000 square yards of pavement each year. This allows us to seal the entire city every 2½ years.

It is the policy of Public Works to repair every reported pothole on city-maintained streets within two business day of receiving notification of a pothole. Part of our service is to proactively find potholes through regular inspection.

During inclement weather, temporary repair materials known as cold mix are used. Thus, there can be repeat occurrences in the same location until weather allows for a permanent repair using materials known as hot mix.

On average, the City Streets Division repairs more than 9,000 potholes per year!

Report a Pothole

To report a pothole, visit the Public Service Request Page or call the Pothole Hotline at 816-228-0291 and leave the exact location of the hole, the nearest cross street, and your name and phone number so that we may contact you if we have problems locating the hole.

As a general rule of thumb, the right-of-way can be estimated to extend 11 feet from the back of a curb. However, to determine the actual right-of-way on a particular property, you should check the property records and/or do a survey.

While this area still is the responsibility of the property owner to maintain, the City has the right to determine what is allowed in the public right-of-way. For example, private signs, sight obstructions and basketball goals are not allowed.

Public utility companies have the right to use this area for their facilities.
The Streets Division is responsible for all asphalt and street repairs including street cut restoration for the Water and Sewer Divisions. Street crews repair, on average, more than
100 street cuts per year.

Cold Mill and Overlay

Public Works contracts out cold mill and overlay work annually. The competitive bid process ensures that the City obtains the best price from a qualified contractor.

Street Sweeping assists in the cleanliness of the storm water system by removing debris from the streets that would otherwise be washed into the system when it rains. Sweeping helps make the driving surface cleaner for a safe driving experience.

  • Arterial Streets - nine cycles per year
