The City of Blue Springs regulates the operation of hotels and motels within city limits under Municipal Code Chapter 655. These requirements ensure safe, compliant lodging operations and help protect both guests and the community.

Who Must Comply

Any structure or building under one (1) management or ownership which contains rooms furnished for the accommodation or lodging of guests, with or without meals being provided, and kept, used, maintained, advertised, or held out to the public as a place where sleeping accommodations are sought for pay or compensation to transient guests or permanent guests and having more than three (3) bedrooms furnished for the accommodation of such guests. This definition is intended to include tourist courts, bed-and-breakfast establishments and similar facilities, but not hospitals, nursing homes or convalescent centers.

Key Requirements

  • Licensing: All hotel and motel operators must obtain a valid City business license before opening or operating.
  • Compliance With Operational Standards: Operators must uphold all requirements outlined in Chapter 655, including rules related to property maintenance, safety, and lawful use of the premises.
  • Lodging Tax Remittance: Hotels and motels must collect and remit a City lodging tax equal to 6.5 percent of their gross daily rental receipts from transient guest accommodations. This tax is required in addition to the standard business license fees.
